Chief Leonhard Receives Bachelor of Science Degree


Last month marked another great accomplishment in the already very successful career of Chief Howard “Butch” Leonhard.  On July 21, 2015, Chief Leonhard was highly recommended by a set of peer reviewers and unanimously voted on by the review panel consisting of Chief Officers from departments across the country for his Chief Fire Officer designation by the Center of Public Safety Excellence.

The Chief Fire Officer (CFO) Designation Program was created to recognize fire officers who have demonstrated excellence and outstanding achievement throughout their career. The designation demonstrates that individuals have developed a strategy for continued career improvement and development. The highly competitive CFO designation assures departments that their leaders have the educational and technical competencies necessary to meet the demands of today's society.

The process for obtaining this designation is one that is very difficult to obtain and consist of a points system of accomplishments over one’s career, recommendations from other Chief Fire Officers, peer interviews, and an approval or disapproval meeting from a highly distinguished board of panel reviewers with the Center of Public Safety Excellence.  Only 1,107 fire officers from across the United States are recognized as Chief Fire Officer Designees, and Chief Leonhard marks one of only 27 within the State of Pennsylvania.  Furthermore, this accomplishment places the Chambersburg Fire Department in a class of its own since it is one of only three departments in the State to have two or more officers with this designation.

Chief Leonhard recently met another goal that corresponds with the Chief Fire Officer Designation by graduating from Waldorf College on May 26th with a Bachelor’s Degree, Magna Cum Laude, in Fire Administration.

The Chambersburg Fire Department is proud to have Chief Howard Leonhard as our leader, and we look forward to many more accomplishments to come in the near future.
