Handcuff removal

On duty crews had an individual walk into Headquarters Station with a set of handcuffs on their wrist that they could not get back off. CPD was requested to attempt to unlock the handcuffs which was unsuccessful. Crews utilized a small cut off saw to remove the handcuffs to free the individual.
